It would be useful for you to learn how to spell "bureaucrat". Bureaucrats are necessary to handle the paperwork that maintains the illusion that public and private agencies understand you and know what they're doing. Some are good at what they do, some are not. It can be a matter of personality, or of decent working conditions and compensation. Currently many government agencies are being starved of funds, which makes working there a lot less enjoyable and inspiring. Private health care companies are trying to dispel the recently acquired image of being wasteful, inefficient and greedy, so they are very motivated to present the appearance of being caring and thorough. Most likely agents are following a script and being evaluated on every customer transaction they make. My experience may feel pleasant, but I'm under no illusion that I am anything more than a number in a database to them.
